ADMINISTRATIVE DEPARTMENT:
Its functions are:
- to manage administration, document, store, property and to buy official equipments which are used to serve departments, shops…according to the state rules; to manage propaganda information, emulation, services of meeting, workshop, customers, working places and Management Board.
- To manage welcoming client process, company documents.
- To manage and organize dining-room to serve meals for staffs; living-room for resting place; collective quarter, electric, fresh water to serve staffs’ lives.
- To manage and care for staffs’ health; to examine and treat medically, to give first aid for emergencies or industrial accidents according to specialist capacity and level of public health.

PERSONNEL DEPARTMENT
Is the profession department which acts as a counselor for director about the organization of management, sales, salary, bonus, working level and other regulations.
It also implements labor agreement, training, improvement, reward emulation, laws inspector to protect internal secret.

PLANNING DEPARTMENT:
Its functions are:
- - To give orientation to Management Board; to forecast long-term plans; build, synthesize and balance long-term, medium-term, short-term plans of manufacture, business, management process, basic construction and investment, new architectural work equipment repair; invest deeply to improve and modernize equipments and supply plans of device, material, fuel and raw materials to serve manufacture and business.
- To build implemental methods and examine those methods toward plans.
- To co-operate directly with departments and shops inside and outside the company to solve specialist works in manufacture and business process.

FINANCIAL ACCOUNTING DEPARTMENT
Its functions are:
- To help the Director cost accounting in the whole company according to the stated and Vietnam Cement Corporation rules. (Cost accounting function)
- To act as a counselor for the Director in financial control, guaranteeing company’s capital maintain and development, guaranteeing capital for manufacture and business, balancing expenditures and income to ensuring the ability of paying loans inside and outside the country.
- To control, check and supervise capital and possession distribution and use process according to the State’s and The Vietnam Cement Corporation current control rules (Financial function); to help the Director supply concrete guidance in production and business in time which gains high economic effects.

OPERATION CONTROL DEPARTMENT
Its functions are:
- To act as a counselor for the Director in organizing, supplying concrete guidance in operating all equipment systems in production process synchronously or every part partially such as: raw materials, kilns, coal grinding, and cement grinding, etc, to guarantee effective equipment operation.
- To be the director’s advisor in balancing production plans among departments to be suitable for company’s production plan and gain the highest effectiveness.
- To directly manage production process via Central Operation System to ensure consistent production without interruption.

CONSUMPTION DEPARTMENT
Its functions are:
- To carry out works concerned about selling and consuming company’s products.
- To be responsible for helping the Director form consumption policy, organize products selling at plant as well as providing products to distributors.
- To be responsible for giving professional guide to distributors and consumption representatives; be under the professional control of The Vietnam Cement Corporation’s Market Department.
- To marketing, receive and handle the information; to forecast market competence and capacity over the time; to make plans of product control and consumption to gain highest effectiveness and to enlarge the consuming market share.

RAW MATERIAL DEPARTMENT
- To supply materials, equipments, spare parts, fuels and raw materials to meet the demands of production and other needs related to production of the company.
- To import, distribute and preserve all materials, equipments, spare parts, fuels and raw materials to serve the demand of company’s production.

PLANNING AND CONSTRUCTION DEPARTMENT
Its functions are:
- To give advice to the Director in basic construction investment included: improve, upgrade, repair, and build details and works of company’s departments to ensure current construction investment management process.
- To directly check, supervise, manage industrial and environmental sanitation; to restore and maintain works; to discover damages with other related workshop soon to timely repair, improve to guarantee safe production process of the plant.

GUARDIAN DEPARTMENT
Its functions are:
- To protect company’s possession; to keep information and production workshop in safe.
- To organize and manage company’s industrial and sanitary safety, fire prevention and work.
- To organize national defense mission and build up Civil Defense Force.

PRODUCTION PROCESS DEPARTMENT
Its functions are:
- To advise the Director to manage and guide technology professionally to supply concrete guidance in cement and clinker production from limestone, clays, pyrite slag, Al2O3, plasters, oils, coals, cement additives and other raw materials to guarantee the products’ quality.
- To be the Director’s advisor in organizing conference of study and application technology in production to increase productivity, improve the quality, keep cost down and increase competition in the market.

LABORATORY DEPARTMENT
Laboratory Department is professional technique department. Its functions are:
- To check and define the quality of raw materials, fuel, additives, semi-manufactured products of each phase, products which fix for the State prescribed rules.
- To be a place where study and manufacture of new products are carried out to apply them in production and business which brings economical effects

MECHANICAL AND ELECTRICAL DEPARTMENT
Its functions are:
- To monitor and supervise the installation and test run of all equipments in main manufacture line and additives in the plant in installation, test run and test manufacture phase.
- To manage technically mechanical and electrical equipments, automatic process in the company; to manage the type list, the number of materials, spare parts and equipments which are needed to spare in company’s annual repair and manufacture process.
- To act as the counselor for the Board of the Company about technical solutions in operation, maintenance and preservation process to guarantee that the mechanical-electrical and motive power equipments in manufacture line operate continuously, stably, synchronously and highly effectively.
